This document provides the Government's definition of zero carbon, providing advice on the approach to achieving zero carbon development through energy efficiency, carbon reduction and solutions for dealing with remaining emissions. Consultation responses are required by 18 March 2009. The document follows on from the Government's commitment in 2007 that all new homes will be zero carbon from 2016; and announcement in 2008 that the Government's ambition is for new non-domestic buildings to be zero carbon by 2019
